The Westember Council refers to the primary ruling body of Meridia: The King and his cabinet of appointed advisers stationed in the capitol city of Westember. While the Kingdom has maintained a strong monarchy for centuries, more recent rulers have appointed teams to assist in the practice of governing. Who a King appoints to the Council speaks volumes; Councils of the past have held necromancers and spies, Alutanian emissaries, noble-born and those from more humble origins, and typically the heir to the throne.
The stated purpose of the Council is to advise the King in all matters, but the members of the Council may also act on the King’s behalf. Some see this as a practicality freeing the King to concern himself only with the most important matters, while others suspect it allows the King to deflect responsibility when the capitol must make unpopular decisions or deal with unsavory characters.
Only those of royal blood may hope to be the ruling monarch, but history has shown that lineage plays no part appointment to the Westember Council. It is the ultimate goal for many in Meridia who crave power.
